APS Committee Looks Like Backfired PR Ploy na
APS officials promised an oversight committee to monitor bond spending. The 26 named to the
committee do not meet until July 31 and so far $14.6M of the bond proceeds have already been
contracted for. AJ calls on the school board to take control and also implement the roofing task force
recommendations.

The APS annual audit has been release six months late. APS laid much of the blame to a switch to a
$7M Lawson Financial System. The audit report came with 69 findings of concern, 56 of which are
related to charter schools. Non-reimbursement of personal calls on APS cell phones was one cited
problem.

The new operating budget was approved which is 3.6% increase over last year's budget. Teachers will
get a 6% raise. KANW-FM budget was cut. [APS reports 84,263 students so budget amount = $5,516

A $91,000 audit of APS by Neff & Ricci LLP was released six months late. Scott Peck, audit manager,
stated, "Certain individuals circumvent the system." The State Auditor was also looking into kickback
allegations and cell phone abuse by administrators. A Title 1 employee was charging personal
purchases to district accounts. 56 of 69 findings related to charter schools.

APS administrators dismissed a roofing taskforce report that criticized APS of allowing only Garland
Company of Cleveland, Ohio products being allowed on APS roofing projects. [Bond Review has a copy
of report and APS response.] Taskforce chairman was Lyle McDaniel's. Member David McCoy stated,
"Basically they [APS] are say 'the heck with you, taxpayer. We're going to waste your money.' " Other
non-APS task force members were Wayne Unziak and Tom Crego.

More than half of APS's charter schools tested below the 50th percentile. APS has 12 charter schools
and 2,686 students. 930 of these students are attending schools that focus on dropouts, so the schools
could be misleading.

Of 29 grades tested in 12 charter schools, 16 composite scores were below the national average. The
lowest charter scores were from Horizon Academy, Los Puentes, and Nuestros Valores, and Robert F
Kennedy schools.

APS administrators rejected a roofing task force report that criticized the monopoly Garland Company
products have on APS roofs. AJ suggests that the school board needs to overrule the administrators
and reintroduce true competitive bidding.

Lawson officials and experts from the Council of Great City Schools will come to Albuquerque to help the
district work on its payment problems. The Broad Foundation has agreed to cover any district expenses
in solving the problem. In the past Joseph the Broad Foundation has paid for Joseph Vigil and several
APS board members going to training conferences.

APS is late paying its bills forcing some vendors to borrow to cover the cash flow crunch. APS AP
coordinator Ron Compher promised to look into the situation and he estimated 12,000 invoices remain
unpaid. APS Technician Renee Munoz said the situation made her "nervous."

An audit by APS employees noted 9th grade classes started 6.6 minutes after the bell started, homework
was assigned in only 30 of 80 classrooms, 25% of the students were present on the day of observation.
Ruben Perez called the audit "fairly accurate" but expects big changes next year.

APS is seeking an additional $1.3M to cover attorney fees and lawsuit settlements. The current budget
is $4.4M. Brad Allison settled for $383,000, the district spent $381,206 on the Sandy Dixon settlement
(she received $162,256), Judith Keller received a $410,000 settlement. Attorney Art Melendres raised
his hourly rate $25 to the district to $165 per hour.

Superintendent for Advancement Tom Garrity said he halted the bid process for Duranes Elementary
and Roosevelt Middle Schools pending a report from the roofing task force. Garland president Richard
J. DeBacco wrote the AJ stating the "low bid concept" results in lower quality roofs.
