  Battle Looms Over Quail Ranch Action  http://www.abqjournal.com/opinion/1OP6-27.HTM

  West side developer John Black has been haggling with the county and city for 17 years.  His Quail

  Ranch property has now been annexed by Rio Rancho, even though the ranch is in Bernalillo County. 

  Legal action could result if City/County merge.

  Charter Plan Looks at Taxation  http://www.abqjournal.com/news/49893news06-12-03.htm

  The proposed unified government would create different service districts with their own level of taxation. 

  Currently City property owners pay much high property taxes that County property owners. Voters will

  decide November 4th on the proposed unification.

  Rio Rancho Moves Ahead On Annexation  na

  Rio Rancho is one vote away from annexing the Quail/Black Ranch 12,000 acres.  The City and County

  say the annexation will be nullified if a vote on City/County consolidation is approved.  There is

  disagreement with that legal opinion.

  Zoning Panel Backs Quail Ranch Plan  http://www.abqjournal.com/west/49588west06-11-03.htm

  The Rio Rancho Planning and Zoning Commission recommended approval of the 12,000 acre Quail

  Ranch annexation.  This would increase the size of Rio Rancho by 22.5%.  The City and County oppose

  this annexation because it is in Bernalillo County.  John Black, a Westside developer stated the planning

   has been in the works for over 10 years.

  Chamber 'Stunned' by Huge Rent Increase  http://www.abqjournal.com/news/858179news04-13-03.htm

  The city administration more than double the rent of the Greater Albuquerque Chamber of Commerce

  after the group opposed the mayor on a controversial legislative issues.  One issue took Albuquerque's

  zoning authority away in the five-mile extraterritorial ring.  The other issue places the city's $5B water

  utility in the hands of a joint city-county authority.

  Bernalillo county commissioners took first steps toward assuming more control over growth just outside

   the city limits.  The changes take effect July 1.  Approved were zoning changes allowing the

  sector-development plans for Paseo del Norte and North Albuquerque Acres to stay in effect,  Transfer of

   city-county control to county control and repeal of certain criteria used to evaluate planned communities.

   1000 Friends of New Mexico, a planned growth advocate, criticized the measure..

  Bernalillo county commissioners approved a three-year 13% property tax increase.  Voting for the tax

  increase was Tom Rutherford, Alan Armijo and Steve Gallegos.  Against were Michael Brasher and Tim

  Cummings. [Maximum taxing authority is 11.85 Mills. Rate was 9.52 in 2002 and this tax is a .95 Mill

            increase]
